Requesting the Department of Education to study the need for revisions to the Board of Education's "Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers." Report.

WHEREAS, the federal Elementary and Secondary Education Act, P.L. 89-10, as amended, previously included a definition of "highly qualified teacher"; and

WHEREAS, the recent reauthorization of such act, known as the federal Every Student Succeeds Act, does not include such definition; and

WHEREAS, the federal Every Student Succeeds Act gives states significant autonomy in establishing processes for evaluating teachers and defining and measuring teacher effectiveness; and

WHEREAS, the Board of Education's "Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers" has not been updated since the reauthorization of the federal Elementary and Secondary Education Act and the elimination of the definition of "highly qualified teacher"; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Education be requested to study the need for revisions to the Board of Education's "Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers."

In conducting its study, the Department of Education shall solicit the input of school boards, teachers, parents, professional associations, and other interested stakeholders on revisions to the Board of Education's "Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers."

Technical assistance shall be provided to the Department of Education by each local school board. All agencies of the Commonwealth shall provide assistance to the Department of Education for this study, upon request.

The Department of Education shall complete its meetings by November 30, 2019, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2020 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
