HOUSE RESOLUTION NO. 515
Commending Penny Kelly.

Agreed to by the House of Delegates, August 17, 2015

WHEREAS, Penny Kelly, the emergency medical technician and fire science instructor at Falls Church Academy, received the 2015 Emergency Medical Services Pre-Hospital Educator of the Year award for her innovative curricula and dedication to her students; and

WHEREAS, fully licensed as an emergency medical technician (EMT), EMT instructor, and Community Emergency Response Team trainer, Penny Kelly is the first and only fire science and EMT instructor at Falls Church Academy, one of six high school academy programs in the Fairfax County Public Schools system; and

WHEREAS, Penny Kelly received the award from the Northern Virginia Emergency Medical Services Council, Inc., in recognition of her loyal service to Falls Church Academy and her work to ensure that students are well prepared to safeguard the lives and property of Fairfax County residents; and

WHEREAS, during Penny Kelly's tenure as an instructor, the enrollment of Falls Church Academy has grown each year; as an instructor, she regularly updates the curriculum to reflect real-world applications and helps make complex concepts relatable; and

WHEREAS, working with regional fire and emergency services professionals, Penny Kelly creates new opportunities for her students; she has arranged flight medic helicopter visits to the academy and field trips to the Fairfax County Fire and Rescue Academy and the Northern Virginia Community College medical education campus; and

WHEREAS, Penny Kelly routinely visits high school guidance departments to promote the benefits of academy programs, and she works hard to find students employment and opportunities for postsecondary education; since 2004, 60 of her students have received basic EMT certifications; now, therefore, be it

RESOLVED by the House of Delegates, That Penny Kelly hereby be commended on being named the Emergency Medical Services Pre-Hospital Educator of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Penny Kelly as an expression of the House of Delegates' admiration for her contributions to the safety and well-being of the Fairfax County residents.
