WHEREAS, Commander Raymond Charles Basley, SC, USN (Ret.), a distinguished military veteran who faithfully served the country and made many contributions to the community of Williamsburg, died on March 22, 2013; and

WHEREAS, a native of New Jersey, Raymond Basley graduated from Butler High School and attended the United States Merchant Marine Academy, where, as a third classman, he had the opportunity to travel the world on merchant ships; and

WHEREAS, after graduating, Raymond Basley received his commission in the United States Navy and the next day married the love of his life, Shirley; the couple and their family continued to travel during his exemplary 22-year career in the United States Navy; and

WHEREAS, a respected officer, Raymond Basley rapidly rose through the ranks, providing strong leadership in all of his roles to advance the United States Navy's mission; and

WHEREAS, Commander Basley retired from Cheatham Annex, now part of Naval Weapons Station Yorktown, the United States Navy's premier weapons facility, in 1979; and

WHEREAS, Commander Basley remained committed to the well-being of his fellow veterans as a member of Veterans of Foreign Wars Post 4639; and

WHEREAS, Commander Basley took an active role in community affairs through his association with various organizations, including Drive Safe in York County and the Colonial Area Republican Men's Association; and

WHEREAS, a man of integrity, Commander Basley served his community and country with great intelligence and dedication, and he leaves behind a legacy of service that others may strive to emulate; and

WHEREAS, Raymond Basley will be fondly remembered and greatly missed by his wife, Shirley; children, Randall, Reed, Allison, and Sheena, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of a distinguished American, Commander Raymond Charles Basley, SC, USN (Ret.); and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Commander Raymond Charles Basley, SC, USN (Ret.), as an expression of the House of Delegates' respect for his memory.
