Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 11 of Title 2.2 a section numbered 2.2-1102.1 as follows:

§2.2-1102.1. Guidance to state public bodies; purchases of materials made in the United States.

It is the intent of the General Assembly to encourage the purchase of iron, steel, and manufactured goods that are made in the United States by state public bodies to the greatest extent possible. The Department shall develop and maintain a guidance document to assist state public bodies to purchase (i) iron and steel that are made in the United Sates and (ii) manufactured goods with at least 50 percent of the constituent parts and materials originating in the United States.
