SENATE RESOLUTION NO. 525
Celebrating the life of John Temple Fray.

 

Agreed to by the Senate, May 22, 2018
 

WHEREAS, John Temple Fray, a lifelong resident of Madison County and a member of the Hebron Lutheran Church in Madison, who was involved in numerous activities in his hometown, passed away on March 28, 2018; and

WHEREAS, John Fray attended Madison County High School and graduated from Fork Union Military Academy; he earned a bachelor's degree in agricultural education from Virginia Tech, where he also received his ROTC commission upon graduation; and

WHEREAS, John Fray's true passion was teaching, and his first job was working as a teacher in Clarke County; he also served in the United States Army, where he was stationed in Germany before being honorably discharged with the rank of captain; and

WHEREAS, John Fray began his lifelong career as a juvenile probation officer by serving first in the City of Charlottesville and then in Madison, Greene, and Albemarle Counties, for a total of 34 years until his well-earned retirement in 2004; he worked with children in all types of situations, always striving to find and nurture positive traits in each child; and

WHEREAS, John Fray volunteered to serve as the Madison County Emergency Services Coordinator for 20 years and was also the EMS Coordinator; he faced many emergency events, none more illustrative of his expertise than the Flood of 1995, which caused more than $25 million in damage in Madison County; during the flood, he served in the command center for 10 days uninterrupted and had to be coerced to go home and rest; and

WHEREAS, John Fray was involved with the Jaycees, where he was honored with the Outstanding Young Man Award in 1972 and 1973; he also served as Scoutmaster of Boy Scouts of America Troop 45 and was a member of the Madison County Fire Company for 62 years, where he served as president, led efforts to raise funds, and played a significant role in designing the current firehouse; and

WHEREAS, John Fray served the locality as a member and captain of the Madison County Rescue Squad, where he was one of the first Shock Trauma Technicians in the Commonwealth, answered numerous calls for assistance in the community, helped design two heavy rescue trucks and several ambulances, and was awarded life membership; and

WHEREAS, John Fray served the Virginia Association of Volunteer Rescue Squads, Inc., (VAVRS) for 36 years as convention chair and co-chair, rescue contest judge, and exhibits chair and co-chair; because of his college degree in education, he was always happy to teach VAVRS courses on a variety of subjects and offer his unique insights; and

WHEREAS, John Fray taught Vehicle Rescue, Vehicle Rescue Instructor Trainer, and Farm Machinery Instructor courses and was a Course Coordinator and Basic and Light Duty Rescue Instructor, sacrificing many weekends away from his wife, Pat, for classes "with the guys"; and

WHEREAS, John Fray also served the VAVRS as the District 10 vice president, served on the VAVRS Executive Committee, served on the Manpower and Training Committee of the Governor's Emergency Medical Services Advisory Board for three years, and taught leadership courses at the VAVRS Rescue College for four years; and

WHEREAS, John Fray was awarded Life Membership in the VAVRS by his peers in September 1989, and in September 2012, his peers also awarded him the prestigious induction into the Virginia Lifesaving and Rescue Hall of Fame; and

WHEREAS, John Fray will be fondly remembered and greatly missed by his beloved wife, Pat; his daughter, Mary Yowell; stepchildren, John W. Clark, Sr., and Cathy Mangiere, and their families; numerous other family members and friends; and EMS friends and students that made up his second family; now, therefore, be it

RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of John Temple Fray, a respected leader in the Madison County community and in the emergency medical services community; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of John Temple Fray as an expression of the Senate of Virginia's respect for his memory.
