HOUSE CONCURRENT RESOLUTION 52

Requesting the Division of Highways name bridge number 36-33-33.85 (36A165), carrying U. S. Route 33 over the South Branch of the Potomac River in Pendleton County, the “Dr. H. Luke Eye Memorial Bridge”.

Whereas, Harry Luke Eye was born on July 9, 1928, in Deer Run, West Virginia, the son of the late Harry Wilbur and Annie Mae Eye; and

Whereas, Dr. Harry Luke Eye was a practicing physician and a lifelong philanthropist in Pendleton County, West Virginia; and

Whereas, Dr. Eye was a graduate of Franklin High School and WVU; he excelled academically in both, graduated from WVU with honors, earned a doctorate Degree from the University of Maryland School of Medicine and returned to Pendleton County in the summer of 1957 to begin a lifetime of service as a Doctor.

Whereas, Dr. Harry Luke Eye started his medical career in Franklin, alongside Dr. Rexrode in an office behind the Star Hotel; he later struck out on his own and opened a practice in the Franklin Hotel where the town parking lot is now.

Whereas, In the late 60's Dr. Eye built the clinic alongside Rt 33 just east of Pendleton County High School; he practiced medicine in the clinic until March 2004 when he moved with his staff to Upper Tract Healthcare with Dr. Jerry Hahn. After the Upper Tract facility closed and after almost 50 years in the medical profession, Dr. Eye retired in February 2005; and

Whereas, Although his contributions as a doctor were substantial, where "Doc" really shined was in his support of the community; in the early 1980's he was the driving force behind renovations of the interior of Franklin High School. He also unified efforts to restore Thorn Spring Park after the devastating flood of "85 and rallied the community when funds were needed to make the Potomac Highlands Rec center a reality in the late 90's; once he had had a vision, failure was not an option.

Whereas, Dr. Eye also served as county Coroner, medical Director of Pendleton Manor and board of director for the Pendleton County Health Department; and

Whereas, Dr. Harry Luke Eye was a member of the Franklin United Methodist Church, where he participated in the church choir and the Franklin Lions Club, was a founding member of the Potomac Highlands Recreation Center and Thorn Spring Park, served as President of the Pendleton Manor Building Fund and was a Veteran of the US Navy; and

Whereas, Dr. Harry Luke Eye’s efforts to support the community did not go unnoticed; he was awarded the Pendleton County Farm Bureau Farm Service Award in 1987 and again honored in 2001 with the Lifetime Community Service Award. He was an avid and lifelong golfer and spent considerable time at the Highlands Golf Club and Spotswood Country Club in Harrisonburg; and

Whereas, Dr. Harry Luke Eye died on March 8, 2016; in addition to his wife, Dr. Eye is survived by: 2 daughters, Elizabeth Ann “Betsy” Smith and husband Elwood, Suzanne Jennifer Terschueren, VA; a son, Andrew Luke “Andy” Eye and wife Beverly; 2 sisters, Dorothy Humphrey and Margaret Elliott; 5 grandchildren; and a great-grandson; and

Whereas, It is fitting that a permanent memorial be established to honor the life and service of Dr. Harry Luke Eye to both his country and Pendleton County; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name bridge number 36-33-33.85 (36A165), carrying U. S. Route 33 over the South Branch of the Potomac River in Pendleton County, the “Dr. H. Luke Eye Memorial Bridge”; and, be it

Further Resolved, That the Commissioner of the Division of Highways is hereby requested to erect signs at both ends of the bridge containing bold and prominent letters proclaiming the bridge as the “Dr. H. Luke Eye Memorial Bridge”; and, be it

Further Resolved, That the Clerk of the House of Delegates forward a copy of this resolution to the Commissioner of the Division of Highways.
