AN ACT

 

Amending title 8, chapter 5, article 1, Arizona Revised Statutes, by adding section 8-514.06; relating to child welfare and placement.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 8, chapter 5, article 1, Arizona Revised Statutes, is amended by adding section 8-514.06, to read:

START_STATUTE8-514.06.  Group homes; life skills programs; performance audit; report

A.  A group home that provides foster care to children who are at least twelve years of age must provide life skills programs to encourage each child's participation and graduation from school, promote each child's emotional growth and provide each child with life skills to deal with stress and other emotional issues.  The agency must submit this program for approval to the department as a condition of continued licensure.

B.  The auditor general shall conduct a performance audit, as defined in section 41-1278, of each group home that provides foster care to children who are at least twelve years of age to determine compliance with the life skills programs requirements of subsection A of this section and the success of these programs.  In measuring success, the auditor general shall review school and medical reports relating to each child.

C.  On or before November 30 of each year the auditor general shall issue a public report of the performance audit of its findings.  The auditor general shall submit copies of the report to the governor, the president of the senate, the speaker of the house of representatives and the secretary of state.
