AN ACT

 

Establishing the energy policy study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Energy policy study committee; delayed repeal

A.  The energy policy study committee is established consisting of the following members:

1.  Two members of the house of representatives who are appointed by the speaker of the house of representatives and who are from different political parties.

2.  Two members of the senate who are appointed by the president of the senate and who are from different political parties.

3.  One member of the Arizona corporation commission appointed by the commission.

4.  The following members who are appointed by the governor:

(a)  One member representing the department of commerce energy office.

(b)  One member representing the residential utility consumer office.

(c)  One member representing an agricultural improvement and power district.

(d)  Two members representing different public service corporations regulated by the Arizona corporation commission that supply electric utility service.

(e)  One member representing a public service corporation regulated by the Arizona corporation commission that supplies gas utility service.

(f)  Two members representing electrical cooperatives.

(g)  One member representing solar energy advocacy groups.

(h)  One member representing wind energy advocacy groups.

(i)  One member representing other nonpetroleum energy industries.

(j)  One member representing Native American tribes, nations, bands and communities.

(k)  One member representing energy efficiency or conservation groups.

4.  The state land commissioner or the commissioner's designee.

5.  The director of water resources or the director's designee.

6.  The director of environmental quality or the director's designee.

B.  Members of the committee serve without compensation and at the pleasure of the appointing officer.  The initial meeting shall be held at the call of the governor at which the members shall elect a chairperson and vice‑chairperson from among the members.  The committee shall meet thereafter at the call of the chairperson.

C.  The committee shall:

1.  Examine all aspects of energy policy including energy supply, production, transportation, delivery, distribution, demand and prices.

2.  Develop and recommend state energy policies to promote and achieve a reliable supply, resource conservation, environmental protection, economic development and the protection of the health and safety of the citizens of this state.

3.  Submit a report of findings and recommendations on or before September 30, 2012 to the governor, president of the senate and speaker of the house of representatives.  The committee shall provide copies of the report to the secretary of state and any member of the public who requests a copy.

D.  The committee is repealed from and after September 30, 2012.
