AN ACT
Amending Title 1, Arizona Revised Statutes, by adding chapter 6; relating to the grant of public monies.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 1, Arizona Revised Statutes, is amended by adding chapter 6, to read:
CHAPTER 6
GRANT OF PUBLIC MONIES
ARTICLE 1. GENERAL PROVISIONS
1-601. Public monies; bidding process; exception
A. Notwithstanding any other law, a department or agency of this state or any political subdivision of this state shall not award, grant or appropriate any amount of public monies to a private entity or sell any personal or real property of any value, including equipment, without complying with the requirements of title 41, chapter 23 or 24 or any other similar public bidding process.
B. Subsection A does not apply to any claim of money that is awarded by a court or that is the subject of a settlement agreement against a department or agency of this state or any political subdivision of this state.
