AN ACT

 

amending Title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.12; appropriating monies; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.12, to read:

START_STATUTE15-249.12.  Arizona principal academy grant fund; leadership program; application; criteria; award

A.  The Arizona principal academy grant fund is established to improve principal quality and to increase the number of highly qualified principals and assistant principals in schools.  The fund consists of monies appropriated by the legislature.  The department of education shall administer the fund.  monies in the fund are subject to legislative appropriation.

B.  A county school superintendent may apply to the department of education for a grant from the fund to establish or supplement a leadership program designed for current educators or school administrators to acquire skills and applications essential to becoming effective educational leaders.

C.  The department of education shall establish guidelines for application time frames and award amounts.

D.  The department of education shall award grants on a competitive basis.

E.  To be considered for a grant under this section, an applicant must demonstrate each of the following:

1.  A blueprint for how the applicant will establish or continue a leadership program for current, new or aspiring school administrators.

2.  A research‑based and evidence‑based curriculum that will be used for the leadership program.

3.  Need and interest in the county for the leadership program.

F.  In addition to grant monies received from the fund, a county school superintendent may use federal monies received under Title II, Part A of the Elementary and Secondary Education Act of 1965 for the leadership program established pursuant to subsection B of this section. END_STATUTE

Sec. 2.  Appropriation; Arizona principal academy grant fund

The sum of $__________ is appropriated from the state general fund in fiscal year 2018-2019 to the Arizona principal academy grant fund established by section 15‑249.12, Arizona Revised Statutes, as added by this act.
