AN ACT

 

establishing a study committee on latino college completion.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Study committee on latino college completion; membership; duties; report; delayed repeal

A.  The study committee on latino college completion is established consisting of the following members:

1.  A representative of the governor's office of education innovation who is appointed by the governor.

2.  A representative of the Arizona commission for postsecondary education who is appointed by the governor.

3.  The superintendant of public instruction, or the superintendent's designee.

4.  Two members of the house of representatives, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the house of representatives minority leader.

5.  Two members of the senate, one of whom is appointed by the president of the senate and one of whom is appointed by the senate minority leader.

6.  A representative of a statewide organization representing school administrators who is appointed by the chairperson of the house of representatives education committee.

7.  A representative of a statewide organization representing charter schools who is appointed by the chairperson of the senate education committee.

8.  A representative of a statewide organization representing school board members who is appointed by the house of representatives minority leader.

9.  A representative of a statewide organization representing public school teachers who is appointed by the senate minority leader.

10.  Two members of a statewide or regional business organization, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

B.  The study committee shall recommend measures to address latino college completion rates and shall review the K-12 achievement and high school completion rates of latinos and other minorities.

C.  The study committee shall submit a report that summarizes its findings and recommendations to the speaker of the house of representatives and the president of the senate on or before January 1, 2014, and shall provide a copy of this report to the secretary of state.

D.  The study committee shall present its findings at a joint meeting of the education committees of the senate and the house of representatives on or before February 1, 2014.

E.  This section is repealed from and after September 30, 2014.
