AN ACT

 

Making an appropriation to the school facilities board for school technology.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Needs assessment; grant program; appropriation; exemption; intent

A.  On or before January 1, 2014, the school facilities board shall complete a technology needs assessment for school districts and charter schools that addresses the ratio of students to computers, broadband access from the school to the internet and broadband connectivity within the school campus.  The school facilities board shall provide grants, subject to available monies, to school districts and charter schools for computer devices, including software, with the goal of meeting a ratio equal to no more than five students to each computer device.

B.  The sum of $42,000,000 is appropriated from the state general fund in fiscal year 2013-2014 to the school facilities board for the purposes outlined in subsection A of this section.  If any monies remain after expenditures are made pursuant to subsection A of this section, the school facilities board may grant monies to school districts and charter schools for internet and broadband connectivity.

C.  The appropriation made in subsection B of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.

D.  It is the intent of the legislature that the school facilities board be provided with additional monies in fiscal year 2013‑2014 to fully fund the needs identified in the technology needs assessment completed pursuant to subsection A of this section.
