Regulations: economic impact report.
The Administrative Procedure Act governs the procedure for the adoption, amendment, and repeal of regulations by state agencies. The act establishes the Office of Administrative Law to, among other things, review adopted regulations and report its recommendations to the Governor and the Legislature at the commencement of each general session.
This bill would require the Legislative Analyst’s Office to analyze regulations enacted on or after January 1, 2016, to December 31, 2022, inclusive, that affect the state’s economic supply chain and the transportation of goods and submit a report of its findings to the Legislature by January 1, 2024.

The people of the State of California do enact as follows:
SECTION 1.
Section 11360 is added to the Government Code, to read:11360.
(a) The Legislative Analyst’s Office shall analyze regulations enacted on or after January 1, 2016, to December 31, 2022, inclusive, that affect the state’s economic supply chain and the transportation of goods and submit a report of its findings to the Legislature by January 1, 2024.(b) (1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2028.
