An act to amend Section 66025.71 of the Education Code, relating to postsecondary education.

Postsecondary education: course credit for prior military education, training, and service.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the University of California, under the administration of the Regents of the University of California, and the California State University, under the administration of the Trustees of the California State University, as the 3 segments of public postsecondary education in this state. Under existing law, the board of governors appoints the Chancellor of the California Community Colleges to serve as the chief executive officer of that segment, the trustees appoint the Chancellor of the California State University to serve as the chief executive officer of that segment, and the regents appoint the President of the University of California to serve as the chief executive officer of that segment.
Existing law requires, by September 1, 2019, the Office of the Chancellor of the California Community Colleges, in collaboration with the Academic Senate for the California Community Colleges, to develop a consistent policy to award military personnel and veterans who have an official Joint Services Transcript course credit for California Intersegmental General Education Transfer Curriculum, California State University General Education Breadth, or local community college general education requirements, as specified. Existing law also requires the office of the chancellor and the academic senate to review and adjust this uniform policy to align it with policies of other public postsecondary educational institutions.
Existing law further requires, by December 31, 2020, each community college district to have a policy consistent with the policy developed by the chancellor, and requires each community college campus to post on its
internet website the most recent policy adopted pursuant to this bill.
This bill would require the Office of the Chancellor of the California State University, in collaboration with the Academic Senate of the California State University, and request the Office of the President of the University of California, in collaboration with the University of California, Academic Senate, to develop, by September 1, 2021, a consistent policy to award military personnel and veterans who have an official Joint Services Transcript course credit similar to the policy developed by the Office of the Chancellor of the California Community Colleges under existing law. The bill would also require that each campus of the California State University, and request that each campus of
the University of California, have, by December 31, 2022, a policy consistent with the respective policies developed by the Office of the Chancellor of the California State University and the office of the president University of California and post on its internet website the most recent policy adopted pursuant to the bill.

The people of the State of California do enact as follows:
SECTION 1.
Section 66025.71 of the Education Code is amended to read:66025.71.
(a) (1) (A) The Office of the Chancellor of the California Community Colleges, in collaboration with the Academic Senate for the California Community Colleges, shall do both of the following:(i) By September 1, 2019, develop a consistent policy to award military personnel and veterans who have an official Joint Services Transcript containing courses that have been evaluated by the American Council on Education with full descriptions and credit recommendations, course credit for California Intersegmental General Education Transfer Curriculum, California State University General Education Breadth, or local community college general education
requirements, as appropriate for the student’s needs, in a course with subject matter similar to that of the student’s military education, training, and service.
(ii) Periodically review and adjust the policy developed pursuant to this subparagraph to align it with policies of other public postsecondary educational institutions.
(B) By December 31, 2020, each community college district shall have a policy consistent with the policy developed by the office of the chancellor pursuant to subparagraph (A) to assess Joint Services Transcripts for the awarding of course credit.
(2) Each community college campus shall post on its internet website the most recent policy adopted pursuant to this subdivision.
(b) (1) (A) The Office of the Chancellor of the California State University, in collaboration with the Academic Senate of the California State University, shall, and the Office of the President of the University of California, in collaboration with the University of California, Academic the Senate, California is requested to, do both of the following:
(i) By September 1, 2021, develop a consistent policy to award military personnel and veterans who have an official Joint Services Transcript
containing courses that have been evaluated by the American Council on Education with full descriptions and credit recommendations, course credit for California Intersegmental General Education Transfer Curriculum, California State University General Education Breadth, local community college general education requirements, as well as course credit for the California State University or the University of California, as appropriate for the student’s needs, in a course with subject matter similar to that of the student’s military education, training, and service. service, and, if there is subject matter equivalency to a course taught at the campus where the student matriculates,
subject to academic and faculty review.
(ii) Periodically review and adjust the policy developed pursuant to this paragraph to align it with policies of other public postsecondary educational institutions.
(B) By December 31, 2022, each campus of the California State University shall, and each campus of the University of California is requested to, have a policy consistent with the policy developed pursuant to subparagraph (A) to assess Joint Services Transcripts for awarding of course credit.
(2) Each campus of the California State University
shall, and each campus of the University of California is requested to, post on its internet website the most recent policy adopted pursuant to this subdivision.
