LEGISLATIVE COUNSEL'S DIGEST
Existing law, the Planning and Zoning Law, establishes in each city and in each county a planning agency with the powers necessary to carry out the purposes of the law. Existing law authorizes the legislative body of each city and county to assign the functions of the planning agency to a planning department, one or more planning commissions, administrative bodies or hearing officers, the legislative body itself, or any combination thereof, as it deems appropriate and necessary.
This bill would make a nonsubstantive change to those provisions.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares all of the following:SEC. 2.
Section 14076.9 is added to the Government Code, to read:14076.9.
(a) The sum of two billion dollars ($2,000,000,000) is hereby appropriated from the General Fund without regard to fiscal years to the Capitol Corridor Joint Powers Authority to invest in capital improvements for the Capitol Corridor rail line to meet the existing and growing demand of riders of the Capitol Corridor.There is in each city and county a planning agency with the powers necessary to carry out the purposes of this title. The legislative body of each city and county shall by ordinance assign the functions of the planning agency to a planning department, one or more planning commissions, administrative bodies or hearing officers, the legislative body itself, or a combination thereof, as it deems appropriate and necessary. In the absence of an assignment, the legislative body shall carry out all the functions of the planning agency.
