An act to add Section 13170.7 to the Water Code, relating to water.

AB 636, as introduced, Gray.
State Water Resources Control Board: water quality objectives.
Existing law establishes the State Water Resources Control Board and the 9 California regional water quality control boards as the principal state agencies with authority over matters relating to water quality. Existing law requires the state board to formulate and adopt state policy for water quality control. Existing law requires each regional board to formulate and adopt water quality control plans for all areas within the region, as provided. Existing law authorizes the state board to adopt certain water quality control plans.
This bill would prohibit the state board from implementing water quality objectives for which the state board makes a certain finding relating to environmental quality until it has submitted the water quality objectives and a statement of that finding to the appropriate policy committees of the Legislature and each committee has held
a hearing on these matters.
