An act to amend Section 2383 of add Section 2384.5 to the Streets and Highways Code, relating to transportation.

AB 980, as amended, Friedman. Active Transportation Program: guidelines: hearings. report.
Existing law establishes the Active Transportation Program in the Department of Transportation for the purpose of encouraging increased use of active modes of transportation, such as biking and walking. Existing law requires the California Transportation Commission to develop guidelines and project selection criteria for the program and authorizes the commission to amend the adopted guidelines after conducting at least one public hearing.

This bill would instead require the commission to conduct at least one public hearing in northern California and one public hearing in southern California before amending the adopted guidelines.

This bill would require an applicant that receives funding under the program for a project to, within one year of completing the project, submit a report to the commission describing how the project met active transportation goals.

The people of the State of California do enact as follows:


SECTION 1.

 Section 2384.5 is added to the Streets and Highways Code, to read:

2384.5.
 An applicant that receives funding pursuant to this chapter for a project shall, within one year after completing the project, submit a report to the commission describing how the project met active transportation goals and how the applicant measures project success.

SECTION 1.Section 2383 of the Streets and Highways Code is amended to read:
2383.

The commission may amend the adopted guidelines after conducting at least one public hearing in northern California and one public hearing in southern California. The commission shall make a reasonable effort to amend the guidelines before the call for projects or may extend the deadline for project submission in order to comply with the new guidelines.
