   ACR 143, as introduced, Daly. California Taxpayers Association.
   This measure would commend the California Taxpayers Association on
the 90th anniversary of its founding, applaud its record of service
to the people of California, and extend best wishes to the
association for a long and productive future.
   Fiscal committee: no.



   WHEREAS, The California Taxpayers Association is celebrating its
90th anniversary, and it is appropriate at this time to recognize the
association's nine decades of service to the people of our great
state; and
   WHEREAS, The California Taxpayers Association was founded in 1926
as a nonpartisan, nonprofit organization with the dual mission of
protecting taxpayers from unnecessary taxes and supporting government
efficiency and has remained committed to achieving these important
goals for the benefit of all Californians; and
   WHEREAS, Dramatic increases in government spending and the passage
of state tax increases in 1921 fueled a desire to create the
California Tax Improvement Association as an institutional voice for
taxpayers, and in December 1925, members of the California Tax
Improvement Association decided to create a successor organization to
pursue the goals of reducing taxes and increasing economy in public
expenditures; and
   WHEREAS, At a meeting on February 24, 1926, in the Pacific Mutual
Building in Los Angeles, the California Taxpayers Association was
born, and "CalTax" was adopted as the shorthand version of the
association's formal name; and
   WHEREAS, The association's incorporation papers were certified by
California Secretary of State Frank Jordan on March 8, 1926; and
   WHEREAS, Since its inception the association has informed the
public and contributed to sound policymaking by conducting extensive
research on education spending, local government costs, government
management procedures, property taxation, parcel taxes, and many
other issues of widespread concern and great importance to California
taxpayers; and
   WHEREAS, CalTax has been a key nonpartisan participant in the
policymaking process, meeting with governors and providing expert
policy input to the Legislature, state tax agencies, county assessors
and local governments; and
   WHEREAS, CalTax frequently testifies before the Legislature, the
State Board of Equalization, and the Franchise Tax Board to represent
its members and the general public, providing informed feedback that
has led to improvements in the administration of California's tax
laws, through increased conformity between state and federal tax
laws; and
   WHEREAS, CalTax is robust in its determination to ensure fairness
in tax administration and lends its support to individual taxpayers
when legal challenges are needed to protect the rights of California
taxpayers; and
   WHEREAS, Since its earliest years, CalTax has educated its members
and all California voters on ballot measures relating to state
taxes; and
   WHEREAS, CalTax has sponsored initiatives to take politics out of
the redistricting process, to clarify the definition of "tax" in
California law, and to accomplish other reforms supported by the
people of California; and
   WHEREAS, CalTax is the longest-serving organization protecting the
interests of California taxpayers, and follows the principles of
fair-mindedness and accuracy to ensure continuing success for the
next 90 years and beyond; now, therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That California Legislature commends the
California Taxpayers Association on the 90th anniversary of its
founding, applauds its record of service to the people of California,
and extends sincere best wishes to the association for a long and
productive future.
