BILL NUMBER: AJR 48 CHAPTERED BILL TEXT RESOLUTION CHAPTER 166 FILED WITH SECRETARY OF STATE SEPTEMBER 9, 2014 ADOPTED IN SENATE AUGUST 26, 2014 ADOPTED IN ASSEMBLY AUGUST 18, 2014 INTRODUCED BY Assembly Member Rodriguez JUNE 18, 2014 Relative to federal memorials. LEGISLATIVE COUNSEL'S DIGEST AJR 48, Rodriguez. Federal memorials: emergency medical services. This measure would memorialize the President and Congress of the United States to enact legislation to authorize the National Emergency Medical Services Memorial Foundation to establish the National Emergency Medical Services Memorial in the District of Columbia. WHEREAS, Emergency medical service providers stand on the country' s first line of defense in the prevention and mitigation of harm from terrorist attacks, man-made incidents, and natural disasters; and WHEREAS, The men and women of emergency medical services serve in both the public and private sectors as career and volunteer emergency medical service providers, maintaining the domestic tranquility, safety, and security of the country; and WHEREAS, Each year, 850,000 men and women of emergency medical services across the country answer more than 30 million calls to serve 22 million patients in need of pre-hospital care and comfort at a moment's notice and without reservation; and WHEREAS, Statistics compiled by the United States Department of Labor and the National Highway Safety Administration indicate that emergency medical service providers die in the line of duty at a rate more than twice the national average for all occupational fatalities and seven times higher from violence than all other health care workers in service to the country; and WHEREAS, The National Emergency Medical Services Memorial Foundation, established in 2007, seeks to give these silent heroes a fitting memorial and their loved ones, coworkers, and counterparts a permanent place to remember those the country has lost; and WHEREAS, Legislation was introduced in the House of Representatives on May 20, 2014, to authorize the National Emergency Medical Services Memorial Foundation to establish the National Emergency Medical Services Memorial as a commemorative work on federal land in the District of Columbia or its environs; now, therefore, be it Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature of the State of California hereby memorializes the President and Congress of the United States to enact legislation to authorize the National Emergency Medical Services Memorial Foundation to establish the National Emergency Medical Services Memorial, honoring the commitment and ultimate sacrifice of emergency medical service providers; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, to the Majority Leader of the Senate, and to each Senator and Representative from California in the Congress of the United States.
