An act relating to the Budget Act of 2017. An act to amend the Budget Act of 2016 (Chapter 23 of the Statutes of 2016) by augmenting Item 9840-001-0001 of Section 2.00 of that act, relating to the state budget, and making an appropriation therefor, to take effect immediately, budget bill.

The Budget Act of 2016 appropriated specified amounts from various funds for the support of state government.
This bill would appropriate $1,156,921,693 from the General Fund in augmentation of specified appropriations in the Budget Act of 2016 regarding augmentations for contingencies and emergencies and would require the Controller to allocate these additional amounts, as specified.
This bill would declare that it is to take effect immediately as a Budget Bill.

This bill would express the intent of the Legislature to enact statutory changes relating to the Budget Act of 2017.

The people of the State of California do enact as follows:


SECTION 1.

 The sum of one billion one hundred fifty-six million nine hundred twenty-one thousand six hundred ninety-three dollars ($1,156,921,693) is hereby appropriated from the General Fund for expenditure for the 2016–17 fiscal year in augmentation of Item 9840-001-0001 of Section 2.00 of the Budget Act of 2016 (Ch. 23, Stats. 2016). Notwithstanding Provision 7 of Item 9840-001-0001, these funds shall be allocated by the Controller in accordance with the following schedule:
(a) Eight million nine hundred thirty-nine thousand dollars ($8,939,000) to Schedule (2) 3960018-Fiscal Intermediary Management of Item 4260-101-0001.
(b) One billion one hundred thirty-three million one hundred one thousand dollars ($1,133,101,000) to Schedule (3) 3960022-Benefits (Medical Care and Services) of Item 4260-101-0001.
(c) Five thousand dollars ($5,000) to Schedule (2) 3960018-Fiscal Intermediary Management of Item 4260-113-0001.
(d) Fourteen million six hundred and thirty-one thousand dollars ($14,631,000) to Schedule (1) 4650-Medical Services—Adult of Item 5225-002-0001.
(e) Two hundred and sixteen thousand dollars ($216,000) to Schedule (4) 4665-Ancillary Health Care Services—Adult of Item 5225-002-0001.
(f) Twenty-nine thousand six hundred ninety-three dollars ($29,693) to Schedule (1) 7600-Payment to local government for costs of homicide trials of Item 9300-101-0001.

SEC. 2.

 Any unencumbered balances, as of June 30, 2017, of the funds appropriated within any of the items identified in Section 1 of this act shall revert to the General Fund.

SEC. 3.

 This act is a Budget Bill within the meaning of subdivision (e) of Section 12 of Article IV of the California Constitution and shall take effect immediately.
SECTION 1.

It is the intent of the Legislature to enact statutory changes relating to the Budget Act of 2017.
