AN ACT CONCERNING BENCHMARKS FOR STATE-FUNDED PROGRAMS AND SERVICES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Secretary of the Office of Policy and Management, or the secretary's designee, shall consult with the administrative head of each budgeted state agency that administers a state-funded program or provides a state-funded service and establish for each such program or service (1) benchmarks by which to determine the effectiveness of the program or service in meeting the needs of its recipients, and (2) a plan for terminating the program or service if it fails to meet such benchmarks during the two-year period after the date on which the benchmarks are imposed. On or before January 1, 2011, said secretary shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies on the proposed benchmarks for each program or service and plans for termination for each program or service if such termination is required pursuant to subdivision (2) of this section, with recommendations for legislation to implement such benchmarks and termination plans. The secretary shall also submit such report or information in such report relating to a specific state-funded program or service to the joint standing committee of the General Assembly having cognizance of matters relating to such program or service.

This act shall take effect as follows and shall amend the following sections:
