RESOLUTION PROPOSING AN AMENDMENT TO THE STATE CONSTITUTION REQUIRING A TWO-THIRDS VOTE TO ENACT NEW UNFUNDED MANDATES.

Resolved by this Assembly:

That article third of the Constitution of the state be amended to require the approval by a vote of at least two-thirds of the members of each house of the General Assembly to enact any new state mandate for which no state reimbursement is provided to local governments for costs resulting from such new mandate.

Statement of Purpose:

To require the vote of two-thirds of each chamber of the General Assembly to enact a new unfunded state mandate.
