AN ACT CONCERNING THE ESTABLISHMENT OF A BUSINESS DATA COLLECTION CENTER.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 3-99d of the 2012 supplement to the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2012):

(a) The Commercial Recording Division of the office of the Secretary of the State shall establish an electronic business portal [as a single point of entry for business entities for purposes of business registration pursuant to title 33 or 34] for business registration purposes. Such portal shall provide explanatory information and electronic links provided by state agencies, [and] quasi-public agencies and other entities, including, but not limited to, the Labor Department, the Workers' Compensation Commission, the Departments of Economic and Community Development, Administrative Services, Consumer Protection, Energy and Environmental Protection and Revenue Services, the Connecticut Development Authority, Connecticut Innovations, Incorporated, Connecticut Licensing Info Center, [The] the United States Small Business Administration, the Connecticut Small Business Development Center, the Connecticut Economic Resource Center and the Connecticut Center for Advanced Technology, for the purposes of assisting [such] business entities in determining permitting and licensure requirements, identifying state revenue responsibilities and benefits, and finding available state financial incentives and programs related to such entities' businesses. [The information provided for purposes of business registration with the office of the Secretary of the State may be made available to state agencies and quasi-public agencies for economic development, state revenue collection and statistical purposes as provided by law.]

(b) The Secretary of the State shall establish a business data collection center as part of the electronic business portal, established pursuant to subsection (a) of this section. The business data collection center shall serve as the state's central repository for business and economic-related data. The Secretary shall consult with representatives of state agencies, quasi-public agencies and nongovernmental organizations including, but not limited to, the Commissioner of Economic and Community Development, and the dean of the school of business administration of The University of Connecticut to determine the type and scope of data to be collected. The Secretary shall collect specified data from entities transacting business within the state, state agencies, quasi-public agencies and nongovernmental organizations. The Secretary shall design and prescribe data collection methods and forms. The Secretary may enter into agreements with state agencies, quasi-public agencies and nongovernmental organizations concerning the collection of data through electronic and other means. The Secretary shall compile the collected data and make such data available to the general public and to public and private organizations responsible for aiding and promoting economic development within the state. An entity transacting business within this state, which is requested to supply data to the office of the Secretary of the State pursuant to this subsection, shall supply the requested data in conjunction with the entity's annual filing and reporting requirements to the office of the Secretary of the State.

This act shall take effect as follows and shall amend the following sections:
