AN ACT REQUIRING THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION TO ADOPT REGULATIONS PRIOR TO CHANGING THE TERMS OF ANY WASTEWATER PERMIT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to prohibit the Department of Energy and Environmental Protection from changing the terms of any wastewater permit unless the department first adopts such changes through regulations that have been submitted to and approved by the legislature's Regulations Review Committee.

Statement of Purpose:

To protect municipalities from state agency changes to wastewater permits.
