AN ACT CONCERNING SOLID AND HAZARDOUS WASTE AT JUNKYARDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) Not later than January 1, 2011, the Commissioners of Transportation and Motor Vehicles, in consultation with the Commissioner of Environmental Protection, shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to the environment concerning the adequacy of the regulation of junkyards, as defined in section 13a-123c of the general statutes and motor vehicle recycler's yards, as described in section 14-67g of the general statutes. Such report shall include, but not be limited to: (1) An analysis of whether the regulation of such junkyards and motor vehicle recycler's yards is adequate to protect the environment and public health, (2) recommendations to enhance compliance with any such regulation by such junkyards and motor vehicle recycler's yards, including, but not limited to, ways to strengthen and expedite enforcement actions against noncompliant junkyards and motor vehicle recycler's yards, and (3) a recommendation on whether the regulation of such junkyards and motor vehicle recycler's yards should be the responsibility of the Department of Environmental Protection.

This act shall take effect as follows and shall amend the following sections:
