AN ACT CONCERNING FOREIGN WORKER RECRUITMENT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Labor Department shall conduct a study regarding the operations of employment agencies, as defined in section 31-129 of the general statutes, that recruit foreign workers for employment within the state. Such study shall include, but not be limited to, (1) the methods by which foreign workers are identified by such employment agencies, (2) the fees, if any, that are assessed to such foreign workers for the employment agencies' services, and (3) whether working conditions for an employment opportunity are disclosed to a foreign worker prior to the recruitment of such worker.

(b) Not later than January 1, 2016, the Labor Commissioner shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to labor. Such report shall address the topics described in subdivisions (1) to (3), inclusive, of subsection (a) of this section and provide recommendations for any administrative or legislative action necessary to improve the quality of life for foreign workers in the state.

This act shall take effect as follows and shall amend the following sections:
