AN ACT ASSISTING COMMUNITY HEALTH CARE PROVIDERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (a) of section 32-7g of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2017):

(a) (1) There is established within the Department of Economic and Community Development the Small Business Express program. Said program shall provide small businesses with various forms of financial assistance, using a streamlined application process to expedite the delivery of such assistance. The Commissioner of Economic and Community Development, at his or her discretion, may partner with the lenders in the Connecticut Credit Consortium, established pursuant to section 32-9yy, in order to fulfill the requirements of this section. A small business eligible for assistance through said program shall [(1)] (A) employ, on at least fifty per cent of its working days during the preceding twelve months, not more than one hundred employees, [(2)] (B) have operations in Connecticut, [(3)] (C) have been registered to conduct business for not less than twelve months, and [(4)] (D) be in good standing with the payment of all state and local taxes and with all state agencies.

(2) Notwithstanding the provisions of subdivision (1) of this subsection, a business eligible for assistance under this section shall include (A) any physician licensed pursuant to chapter 370 who (i) practices in the state, and (ii) is in good standing with the payment of all state and local taxes and with the Department of Public Health, and (B) any physician's office that, (i) is located in the state, (ii) employs, on at least fifty per cent of its working days during the preceding twelve months, not more than one hundred employees, and (iii) is in good standing with the payment of all state and local taxes and with the Department of Public Health.

Sec. 2. (Effective October 1, 2017) The Commissioner of Economic and Community Development, in consultation with the Connecticut State Medical Society, shall review the application and application screening process for the Small Business Express program, established under section 32-7g of the general statutes, as amended by this act, to ensure that said program facilitates the participation of physicians and physician's offices in the program as provided in subdivision (2) of subsection (a) of said section and, if necessary, modify such application or process to promote the participation of physicians and physician's offices in the program. On or before January 1, 2018, the commissioner shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health and commerce on the findings and results of the review and any proposed modification to the program required under this section.

This act shall take effect as follows and shall amend the following sections:

Subdivision (3) of subsection (a) of Section 1 was redesignated as Section 2 for consistency with standard drafting conventions, and in Section 2 "established under section 32-7g of the general statutes, as amended by this act," was inserted after "program" for clarity, "this subsection" was changed to "subsection (a) of said section" for accuracy, and "subsection" was changed to "section" for accuracy.
