CREATING A CITIZENS ADVISORY COUNCIL FOR WHITE CLAY CREEK STATE PARK. |
WHEREAS, White Clay Creek State Park is a unique and special resource that provides many benefits to the community, including (a) excellent habitat and opportunities for public enjoyment of nature, (b) outstanding recreational opportunities heavily used by numerous user groups with diverse interests, (c) open space and storm water management in an otherwise highly developed area, (d) a living laboratory for scientific studies by University of Delaware researchers and others, and (e) protection for a significant source of drinking water, and
WHEREAS, in response to citizen action the United States Congress designated the White Clay Creek watershed as a National Wild and Scenic River; and
WHEREAS, the DuPont Company donated their White Clay Creek holdings to be managed as an urban wilderness with input from the citizenry; and
WHEREAS, White Clay Creek State Park exists primarily due to actions by diverse citizen groups along with the strong support of the Delaware Legislature and the Division Of Parks and Recreation; and
WHEREAS, there is no currently existing council for citizens with intimate knowledge of the park to advise on important development and management issues.
NOW, THEREFORE:
BE IT RESOLVED by the Senate and the House of Representatives of the 146th General Assembly of the State of Delaware, with the approval of the Governor, that a Citizens Advisory Council for White Clay Creek State Park be created to advise the Division of Parks and Recreation on the development and operation of the Park.
BE IT FURTHER RESOLVED that the Council shall report to the Secretary of the Department of Natural Resources and Environmental Control.
BE IT FURTHER RESOLVED that the Council shall be comprised of one voting member selected by each of the organizations listed below and shall meet quarterly or less frequently as approved by the Council:
AFL/CIO - Delaware
Coalition for Natural Stream Valleys
Delaware Audubon Society
Delaware Sportsmen's Association
Delmarva Ornithological Society
Friends of White Clay Creek State Park
Mason-Dixon Trail System
Trail Dawgs
UAW CAP Council - Delaware
White Clay Flyfishers
White Clay Watershed Association
Wilmington Trail Club.
BE IT FURTHER RESOLVED that the Division of Parks and Recreation shall appoint a non-voting liaison to the Council.
BE IT FURTHER RESOLVED that the members of the Council shall serve at the pleasure of their respective organizations.
BE IT FURTHER RESOLVED that the Chair of the Council shall be elected from amongst its members at its first meeting each calendar year.
BE IT FURTHER RESOLVED that the person initially appointed to the Council by the Coalition for Natural Stream Valleys shall be the temporary Chair for the purpose of bringing the Council together for its first meeting.
BE IT FURTHER RESOLVED that minutes of the meetings shall be distributed to the leaders of the four Caucuses of the General Assembly.
