A BILL TO BE ENTITLED
AN ACT


To amend an Act to create the Liberty County Industrial Authority, approved February 18, 1964 (Ga. L. 1964, p. 2110), as amended, so as to provide that certain members of such authority may vote by phone under certain circumstances; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act to create the Liberty County Industrial Authority, approved February 18, 1964 (Ga. L. 1964, p. 2110), as amended, is amended by revising Section 7 as follows:

"SECTION 7.
(a) A majority of members of the Authority shall constitute a quorum for the transaction of the ordinary business of the Authority. However, any action with respect to any project of the Authority shall be approved by not less than a majority vote of the total membership of the Authority.
(b) Any member of the Authority who is not present for a vote on a matter before the Authority because he or she is away on official business for the state may cast his or her vote on such matter by telecommunication. Any member of the Authority who will be away on official state business while the Authority is scheduled to meet shall provide the Authority with written notice that he or she will not be present for such meeting and with contact information regarding how he or she can be reached during such meeting. It shall be the duty of the member away on such business to make himself or herself available during the time period that the Authority is scheduled to meet. If the Authority has been given notice that a member of the Authority will be unable to attend a meeting because he or she is away on state business, the Authority shall make every reasonable effort to reach such member by telecommunication prior to voting on any matter before the Authority."

SECTION 2.
This Act shall become effective upon its approval by the Governor or upon its becoming law without such approval.

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
