A RESOLUTION


Recognizing and commending Mr. John S. Warner on his retirement; and for other purposes.

WHEREAS, Mr. John S. Warner began his career with the State of Georgia in August, 1977, at the Gracewood State School and Hospital, providing behavioral support services to enhance the quality of life for the developmentally disabled residents; and

WHEREAS, Mr. Warner served as a Behavioral Specialist at Gracewood State School and Hospital from 1977 through 1982, performing intellectual and behavioral assessments of intellectually and developmentally disabled persons in order to enhance the residents' adaptive living skills; and

WHEREAS, from 1982 through 1988, Mr. Warner was the Mental Health and Mental Retardation Coordinator at the Community Mental Health Center of East Central Georgia, where he provided intensive case management to individuals with complex behavioral and health needs in order to maximize their functioning in their community; and

WHEREAS, in 1988, Mr. Warner was named the Assistant Area Director of the Community Mental Health Center of East Central Georgia, a position in which he managed the provision of behavioral health and developmental disabilities services, developed early intervention services for developmentally diasabled children, and designed and implemented the first continuum of child and adolescent mental health services in Georgia; and

WHEREAS, in 1994, Mr. Warner went on to serve as the Executive Director of the Community Service Board of East Central Georgia, overseeing the provision of all mental health and developmental disabilities services in a seven-county catchment area, managing an agency with over 400 employees and an annual operating budget of $18 million, and guiding the agency to achieve its first accreditation by the Joint Commission; and

WHEREAS, from 1999 through 2003, he served as a Mental Health Team Leader and Quality Management Director at Gracewood State School and Hospital, overseeing accreditation requirements; and

WHEREAS, Mr. Warner has served in several positions in the past six years, currently serving as Regional Services Administrator of the Region 2 Mental Health, Developmental Disabilities, and Addictive Diseases office, ensuring 39 county providers are dispensing quality care and efficient service and act in compliance with regulatory standards; and

WHEREAS, his significant organizational and leadership talents, his remarkable patience and diplomacy, his keen sense of vision, and his sensitivity to the needs of the mental health community have earned him the respect and admiration of his colleagues and associates.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body recognize Mr. John S. Warner for his outstanding career and commend him for his years of service to the State of Georgia.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to Mr. John S. Warner.
