A
RESOLUTION
Urging
the Governor to establish, by Executive Order, an official state policy
prohibiting unnecessary spending for office and building decor; and for other
purposes.
WHEREAS,
the State of Georgia faces unprecedented budgetary pressures in a time of
declining revenues and increasing demands for government services;
and
WHEREAS,
in these circumstances, it is incumbent upon the state to ensure that
governmental costs are contained and governmental efficiency is improved to the
maximum possible extent consistent with the missions which state government
undertakes; and
WHEREAS,
improvements to office interiors and outside building structures for purely
aesthetic reasons are unnecessary expenses and should be curtailed until the
budgetary crisis is over.
NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that this body urges the Governor to
establish, by Executive Order, an official policy of this state which shall
prohibit expending funds for any and all interior office improvements or decor
or exterior building improvements which interior or exterior improvements are
made strictly for aesthetic reasons. Improvements needed for the purpose of
maintaining structural soundness of a building, extending the life of a
structure, or similar nonaesthetic purposes should be excluded from this
prohibition. In addition, improvements or repairs to new or existing
construction necessary to provide basic levels of habitability should also be
excluded.
BE
IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit an appropriate copy of this resolution to the Governor.
