A BILL FOR AN ACT

 

 

relating to alcohol.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of health shall conduct a study regarding the risks associated with the consumption of powdered alcohol products.  The study shall consider:

     (1)  Potential effects of powdered alcohol on public health;

     (2)  Potential effects of powdered alcohol on crime and public safety;

     (3)  Potential effects of powdered alcohol on young people, including consumption by minors;

     (4)  Potential difficulties in regulating the use of powdered alcohol;

     (5)  The potency of powdered alcohol in relation to liquid alcohol; and

     (6)  Any other issues deemed necessary or relevant by the director of health.

     (b)  The department of health shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2016.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2015-2016 for the department of health to conduct a study regarding the risks associated with the consumption of powdered alcohol products.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
