A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE DEPARTMENT OF WATER, COUNTY OF KAUAI.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $12,450,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of financing capital improvement projects for the department of water, county of Kauai, as follows:
1. To be expended by the department of water, county of Kauai:
A. Hanapepe/Eleele transmission waterline improvement project, Kauai
Acquisition of land, plans and design, and construction of a three thousand foot, fifteen inch water main along Kaumualii highway and a three thousand foot, twelve inch water main along Hanapepe road. This project will provide larger sized transmission mains to connect the Hanapepe two hundred twelve foot sub-system and Eleele system together. Eleele schools, Port Allen, Eleele shopping center, the county's affordable housing initiatives, as well as customers in the area will benefit from this project.

B. Kapaa storage improvements, Kauai
Construction of two, five hundred thousand gallon storage tanks with a connecting pipeline to the department's Ornellas tank hydraulic zone.
Construction $ 8,000,000
Total funding $ 8,000,000
SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sums appropriated shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
