A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Sixth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $365,925,410 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the sixth representative district, as follows:

1.   Kealakehe wastewater treatment facility

     Plans for detailed survey on the recommendations to replace the existing force main collection.

     Plans                          $450,000

          Total funding                       $450,000

     The sum appropriated for this capital improvement project shall be expended by the county of Hawaii.

2.   Honalo marshaling yard; Hawaii Ulu Cooperative

     Construction to complete infrastructure upgrades to the state-owned Honalo marshaling yard food hub facility to increase its operations and output to two million pounds per year.

     Construction                 $1,500,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of agriculture.

3.   Natural energy laboratory of Hawai‘i authority, Hawai‘i

     Plans and design for completion of a comprehensive environmental impact statement covering the entire eight hundred seventy-acre Hawai‘i ocean and technology park.

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

4.   Natural energy laboratory of Hawaii authority

     Plans and design for completion of an environmental assessment for the development of deep layer aquifers.

     The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.

5.   Natural energy laboratory of Hawaii authority

     Plans and design for completion of an environmental impact statement to establish a comprehensive permit for offshore research and demonstration projects.

6.   Natural energy laboratory of Hawaii authority

     Plans, design, and construction for an ocean economy innovation center to support aquaculture research and business development.

8.   Holualoa elementary school

     Plans and construction for a new two-story building.

9.   Holualoa elementary school

     Plans, design, and construction for portable classroom to provide additional classroom space until a master plan is completed.

10.  Holualoa elementary school

     Plans, design, and construction for the completion of the master plan project and for phase I campus improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Kahakai elementary school

     Plans, design, and construction for a concrete bridge connecting buildings A and B to meet with Americans with Disabilities Act requirements.

     Plans, land, design, and construction for the development of an exploratory and production well water source.

     Design and construction for electrical improvements.

     Design and construction to remove the existing irrigation system and to install a new irrigation system capable of using reuse water from the county of Hawaii.

     Construction for ground and site improvements.

25.  Kealakekua bay state historical park

     Construction for a new entry, parking lot, trail restroom, interpretive center; clear and stabilize pond at historical level; improvements at landing, gates, signing, and road stripping.

26.  Kealakekua bay state historical park

     Construction for navigational aids and buoys in the bay.

     Construction for waterless toilets, signage shelter, and landing zone at Kaawaloa.

     Design and construction for ground and site improvements and protection of cultural, archeological, and historic features to comply with federal, state and county regulations.

     The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
