A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the sixth representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $52,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the following capital improvement projects for the sixth representative district:

1.   To be expended by the judiciary:

     A.   Kona courthouse, Hawaii

          Next phase of the building process.

          Land acquisition                          $ 5,000,000

          Design, civil engineering, site grading  $ 6,000,000

               Total funding                        $11,000,000

2.   To be expended by the Hawaii health systems corporation:

     A.   Kona hospital, Hawaii

          Repair and renovation of fire sprinkler system, emergency power, heating and ventilation system, facility master plan, roofing, and emergency room expansion.

               Total funding                        $13,000,000

3.   To be expended by the department of accounting and general services:

     A.   West Hawaii community health center, Hawaii

          Expansion of the center, including a drug treatment room, pediatric dental, and satellite clinic.

               Total funding                        $ 1,000,000

4.   To be expended by the University of Hawaii:

     A.   West Hawaii community college, Hawaii

          Expansion of second campus building complex

          Construction                              $15,000,000

               Total funding                        $15,000,000

5.   To be expended by the department of business, economic development, and tourism:

     A.   Natural energy laboratory of Hawaii authority, Hawaii

          Design and construction upgrades to seawater distribution system to support installation of a one-megawatt ocean thermal to energy conversion plant.

          Upgrade                                   $ 5,000,000

               Total funding                        $ 5,000,000

     B.   Natural energy laboratory of Hawaii authority, Hawaii

          Repairs to the forty inch seawater pipeline.

          Upgrade and repairs                       $ 3,500,000

               Total funding                        $ 3,500,000

     C.   Natural energy laboratory of Hawaii authority, Hawaii

          Comprehensive environmental impact statement

               Total funding                        $ 2,000,000

6.   To be expended by the department of Hawaiian home lands:

     A.   Laiopua 2020 community center, Hawaii

          Site civil engineering work

               Total funding                        $   500,000

7.   To be expended by the charter school administrative office of the department of education:

     A.   West Hawaii exploration academy, Hawaii

          Existing and new facility will be on state property located on land under management of the natural energy laboratory of Hawaii authority.

          Design and plans                         $ 1,500,000

               Total funding                        $ 1,500,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2011.
