A BILL FOR AN ACT

 

 

relating to a Hawaii state capitol welcome center facility.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $          or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of designing and constructing a Hawaii state capitol welcome center facility on the Diamond Head side of the capitol lawn, or another appropriate location, to serve as an educational welcome center for visitors to the Hawaii state capitol, assist students visiting the state capitol during field trips, assist other visitors with self-guided tours, educate the public through a museum detailing the history of Hawaii from the monarchy to statehood, and include a gift shop and a café or coffee shop.

     The sums appropriated shall be expended by the department of accounting and general services.

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
