A BILL FOR AN ACT

 

 

relating to the university of hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The book Asian Americans and Pacific Islanders in Higher Education, published by the National Association of Student Personnel Administrators in 2012, documents the growth, diversity, and underrepresentation at various levels of this ethnic group.  This book has received local and national recognition for identifying issues and policies that must be addressed by researchers, universities, and state and federal policymakers.  In particular, there is a need to address the underrepresentation of students of Pacific Islander ancestry in institutions of higher education.  The legislature finds that this issue is a matter of statewide concern that falls under its purview pursuant to article X, section 6, of the Hawaii State Constitution.

     The purpose of this Act is to establish a pilot program at the University of Hawaii to offer assistance and support to students of Pacific Islander ancestry in obtaining their general educational development diplomas, completing vocational training at a University of Hawaii community college, and obtaining employment after graduation from a University of Hawaii community college.

     SECTION 2.  (a)  There is established at the University of Hawaii a pilot program to offer assistance and support to students of Pacific Islander ancestry in:

     (1)  Obtaining their general educational development diplomas;

     (2)  Completing vocational training at a University of Hawaii community college; and

     (3)  Obtaining employment after graduation from a University of Hawaii community college.

     (b)  No later than twenty days prior to the convening of the regular sessions of 2022, 2023, 2024, and 2025, the University of Hawaii shall submit to the legislature a report concerning the pilot program, including data on the number of students who were assisted or supported in educational and vocational pursuits as specified in subsections (a)(1) to (a)(3).

     (c)  The University of Hawaii shall adopt policies and rules to implement this Act.

     (d)  The pilot program shall cease to exist on June 30, 2024.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to establish a pilot program at the University of Hawaii to offer assistance and support to students of Pacific Islander ancestry in obtaining their general educational development diplomas, completing vocational training at a University of Hawaii community college, and obtaining employment after graduation from a University of Hawaii community college.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
