A BILL FOR AN ACT

 

 

relating to coastal highways.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that erosion and inundation of Kamehameha highway along the Koolauloa coast have led to damage to the road, including cracks on the pavement and portions of the roadway collapsing into the ocean.  Coastal erosion has created a public safety hazard for residents in the area and greatly affected the commute of residents and visitors who come to and from the area.  Repairs of Kamehameha highway allow the road to remain usable by residents in the area, but long term solutions are needed to prevent coastal erosion that will affect Kamehameha highway in the future.  A strategic plan is needed to proactively reinforce Kamehameha highway while allowing for coastal rehabilitation in the area.

     The purpose of this Act is to require the department of transportation to develop a strategic plan to devise and implement long term solutions for coastal erosion on Kamehameha highway along the Koolauloa coast.

     SECTION 2.  (a)  The department of transportation shall develop a strategic plan to devise and implement long term solutions for coastal erosion on Kamehameha highway along the Koolauloa coast.

     (b)  In developing its strategic plan, the department of transportation shall, at a minimum, include and meet the following benchmarks and deadlines:

     (1)  By September 1, 2022, the department shall replenish sand on any beaches on the Koolauloa coast that are in close proximity to Kamehameha highway and have eroded; and

     (2)  By September 1, 2024, the department shall reinforce the roads of Kamehameha highway directly adjacent to the Koolauloa coast to prevent erosion of the roadways;

     (c)  The department of transportation shall complete its strategic plan and submit the plan to the legislature no later than September 1, 2021.

     SECTION 3.  This Act shall take effect upon its approval.
