A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Sixth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $67,495,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the sixth representative district, as follows:

1.   Ellison Onizuka Kona Airport livestock inspections

     Plans, design, construction, and equipment and appurtenances for inspection of livestock arriving from the Ellison Onizuka Kona Airport at Keahole.

     Plans                          $100,000

     Design                         $100,000

     Construction                   $500,000

     Equipment                      $100,000

          Total funding                       $800,000

     The sum appropriated for this capital improvement project shall be expended by the department of agriculture.

2.   Holualoa elementary school, Hawaii

     Construction for fence enclosure of campus to improve campus safety.

     Construction                 $1,000,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Holualoa elementary school, Hawaii

     Plans, design, construction, and equipment and appurtenances for internal campus road improvement for safety of students and staff.

     Plans                           $75,000

     Design                          $25,000

     Construction                   $300,000

     Equipment                       $25,000

          Total funding                       $425,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Holualoa elementary school, Hawaii

     Plans, design, construction, and equipment and appurtenances for master plan construction, initial phase.

     Plans                          $100,000

     Design                         $100,000

     Construction                $48,000,000

     Equipment                    $2,000,000

          Total funding                    $50,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Kahakai elementary school, Hawaii

     Plans, design, construction, and equipment and appurtenances for a bridge connecting buildings A and B that is ADA compliant; ground and site improvements.

     Construction                 $1,250,000

     Equipment                      $250,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Ke Kula o Ehunuikaimalino, Hawaii

     Construction for Hale P abatement and renovations.

     Construction                   $120,000

          Total funding                       $120,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Ke Kula o Ehunuikaimalino, Hawaii

     Land and construction for acquiring land and buildings for new campus expansion.

     Land                         $2,000,000

     Construction                   $500,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Konawaena elementary school, Hawaii

     Equipment and appurtenances for replacement of fire alarms system.

     Equipment                      $700,000

          Total funding                       $700,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   Konawaena high school, Hawaii

     Construction and equipment and appurtenances for mold mitigation and roof repair for gymnasium; replacement of equipment damaged by leaking roof.

     Construction                 $1,000,000

     Equipment                      $150,000

          Total funding                     $1,150,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  Konawaena high school, Hawaii

     Construction for rekeying of whole school.

     Construction                   $100,000

          Total funding                       $100,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Konawaena middle school, Hawaii

     Construction for draining repair and shoring of Building F.

     Construction                 $3,000,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

12.  Kona community hospital

     Plans, design, construction, and equipment and appurtenances for the renovation of the current laboratory space to accommodate the move of the imaging suite and purchase of new equipment.

     Plans                          $150,000

     Design                         $100,000

     Construction                   $750,000

     Equipment                    $4,000,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2024.
