A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that consumers are desiring local over imported foods, and want a reliable local food supply with better food security.  The legislature also finds that the agricultural industry will continue to be a part of our economy and culture and has the potential to create job opportunities through product development.

     The legislature has determined that now is the time to develop strategies to increase the availability of locally grown food through product development.  The purpose of this Act is to create strategies to assist our agriculture industry in product development.

     SECTION 2.  (a)  There is established in the University of Hawaii at Manoa, college of tropical agriculture and human resources, an agriculture working group to assess the vertical integration of the food industry in the State, more specifically the development of agricultural products and processing plants.

     The working group shall be comprised of the following:

     (1)  The chairperson of the board of agriculture or the chairperson's designated representative;

     (2)  The executive director of the agribusiness development corporation or the executive director's designated representative;

     (3)  The dean of the University of Hawaii at Manoa, college of tropical agriculture and human resources, or the dean's designated representative;

     (4)  A representative of the Hawaii Farm Bureau Federation;

     (5)  An agricultural economist; and

     (6)  Any other representative from the agricultural industry, to be selected by a majority of the working group.

     The dean of the college of tropical agriculture and human resources, University of Hawaii at Manoa, shall be the chairperson of the working group, and the University of Hawaii shall provide administrative, professional, technical, and clerical support required by the working group.

     (b)  The primary task of the agriculture working group shall be to assess the following:

     (1)  The current availability and condition of the industry-wide processing structures on each major island, including processing plants, vacuum cooling plants, slaughter houses, and packaging plans;

     (2)  The availability of financial capital support to help the State's agricultural industry to develop processing structures;

     (3)  The availability of accurate and current data and trade statistics, including current market prices and trends, for various agricultural products produced and consumed in the State and exported out of the State; and

     (4)  Any other areas or matters that require consideration and assessment by the working group to benefit the production of agricultural products in the State.

     SECTION 3.  The agriculture working group shall provide to the legislature:

     (1)  An interim report of its findings, along with any proposed legislation, no later than twenty days prior to the convening of the regular session of 2011; and

     (2)  A final report of its findings and conclusions, along with any proposed legislation, no later than twenty days prior to the convening of the regular session of 2012.

     The working group shall cease to exist on June 30, 2012.

     SECTION 4.  This Act shall take effect upon its approval.
