A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS IN THE forty-second REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2024-2025:

      1.  Kapolei high school, Oahu

      A.  Construction of a new performing arts auditorium to promote arts education and meet the needs of west side schools, which currently have no auditoriums.

          Design:                                $4,000,000

          Construction:                          $51,000,000

          Total funding:                         $55,000,000

      B.  Construction of a new integrated academy building featuring fourteen classrooms to address future student enrollment growth and expansion of innovative programs.

          Design:                                $3,000,000

          Construction:                          $37,000,000

          Total funding:                         $40,000,000

      C.  Re-crowing and sodding of athletic stadium grass field to address safety issues.

          Design:                                $1,000

          Construction:                          $1,000,000

          Total funding:                         $1,001,000

      D.  Installation of field turf for softball and baseball athletic fields.

          Design:                                $500,000

          Construction:                          $7,500,000

          Total funding:                         $8,000,000

      E.  Installation of rubber track to address the safety issues with current dirt track.

          Design:                                $1,000

          Construction:                          $2,001,000

          Total funding:                         $2,002,000

      2.  Ewa elementary school, Oahu

          Construction of three portables to absorb the overflow from Hoʻopili.

          Design:                                $250,000

          Construction:                          $2,500,000

          Total funding:                         $2,750,000

     SECTION 2.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2024-2025:

      1.  Kanehili Hawaiian Homestead, Oahu

          Construction of Kanehili Community Association Park.

          Total funding:                         $5,000,000

      2.  Kaupeʻa Hawaiian Homestead, Oahu

      A.  Construction of Kaupeʻa Hawaiian Homestead Community Park.

          Total funding:                         $2,000,000

      B.  Completion of a retaining wall along Kamaaha Street.

          Total funding:                         $1,500,000

      3.  Kaʻuluokahaʻi Hawaiian Homestead, Oahu

          Construction of a retaining wall along Keahumoa Parkway.

          Total funding:                         $1,500,000

     SECTION 3.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2024-2025:

      1.  Kapolei Parkway, Oahu

          Construction of crosswalks, speedbumps, and road signs on Kapolei Parkway due to its proximity to Kapolei high school and Kapolei middle school.

          Total funding:                         $2,000,000

     SECTION 4.  In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $        or      per cent.  The reasons for exceeding the general fund expenditure ceiling are that the appropriations made in this Act are necessary to serve the public interest and to meet the needs provided for by this Act.

SECTION 5.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

SECTION 6.  The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the department of Hawaiian home lands for the purposes of this Act.

SECTION 7.  The sums appropriated for the respective capital projects set forth in section 3 shall be expended by the department of transportation for the purposes of this Act.

     SECTION 8.  This Act shall take effect on July 1, 2024.
