A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOr schools IN THE forty-first REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2024-2025:

      1.  Kapolei high school, Oahu

      A.  Replace the school stadium field lights.

          Design:                                $250,000

          Construction:                          $1,000,000

          Total funding:                         $1,250,000

      B.  Construction of a new performing arts auditorium to promote arts education and meet the needs of west side schools, which currently have no auditoriums.

          Design:                                $4,000,000

          Construction:                          $51,000,000

          Total funding:                         $55,000,000

      C.  Construction of a new integrated academy building featuring fourteen classrooms to address future student enrollment growth and expansion of innovative programs.

          Design:                                $3,000,000

          Construction:                          $37,000,000

          Total funding:                         $40,000,000

      D.  Re-crowing and sodding of athletic stadium grass field to address safety issues.

          Design:                                $1,000

          Construction:                          $1,000,000

          Total funding:                         $1,001,000

      E.  Installation of field turf for softball and baseball athletic fields.

          Design:                                $500,000

          Construction:                          $7,500,000

          Total funding:                         $8,000,000

      F.  Installation of rubber track to address the safety issues with current dirt track.

          Design:                                $1,000

          Construction:                          $2,001,000

          Total funding:                         $2,002,000

      2.  James Campbell high school/Ilima intermediate school, Oahu

          Construction of an elevated parking structure to feature five hundred stalls servicing both the high school and intermediate school.

          Plans:                                 $750,000

          Design:                                $750,000

          Construction:                          $30,000,000

          Total funding:                         $31,500,000

      3.  Ewa elementary school, Oahu

          Construction of three portables to absorb the overflow from Hoʻopili.

          Design:                                $250,000

          Construction:                          $2,500,000

          Total funding:                         $2,750,000

      4.  Ewa Beach elementary school, Oahu

      A.  Construction of portable or refurbishing of G building.

          Design:                                $375,000

          Construction:                          $2,125,000

          Total funding:                         $2,500,000

      B.  Installation of interior security fence.

          Plans and Design:                      $150,000

          Construction:                          $850,000

          Total funding:                         $1,000,000

      5.  Barbers Point elementary school, Oahu

          Construction of a bathroom to the existing cafeteria.

          Design:                                $90,000

          Construction:                          $510,000

          Total funding:                         $600,000

     SECTION 2.  In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $        or      per cent.  The reasons for exceeding the general fund expenditure ceiling are that the appropriations made in this Act are necessary to serve the public interest and to meet the needs provided for by this Act.

SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2024.
