A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaiian is an official language of the State, and the State has a unique responsibility to promote the use and study of the Hawaiian language.  Teachers assigned to teach students in public schools where instruction in a variety of subject areas and skills is taught through Hawaiian have greater or unique responsibilities and require additional language skills distinctive to the revitalization of an endangered language.

     The legislature further finds that policy efforts by the board of education strengthened the educational foundation for Ka Papahana Kaiapuni schools.  Item four of the board of education's policy 105-8 states that, "The (Kaiapuni) program's success is largely dependent on the capacity, capability and expertise of the program's professional staff.  The Department will establish professional qualifications and develop training programs internally and/or in cooperation with stakeholder groups/universities.  The goal is for program professionals to be qualified in both English as a medium of instruction and Hawaiian as a medium of instruction and appropriately compensated for these additional qualifications."  Therefore, collaboration with stakeholder groups and universities in developing professional qualifications and training programs is critical, and it is important to provide the University of Hawaii system with adequate resources to fulfill this responsibility.

     The purpose of this Act is to appropriate funds to the University of Hawaii at Mānoa college of education; University of Hawaii at Hilo's Ka Haka Ula o Keelikōlani, Kahuawaiola indigenous teacher education program; and Ka Papahana Kaiapuni program to collaborate to establish professional qualifications and develop training programs for the Ka Papahana Kaiapuni program's staff.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2018-2019 to the University of Hawaii at Mānoa college of education and University of Hawaii at Hilo's Ka Haka Ula o Keelikōlani, Kahuawaiola indigenous teacher education program to collaborate with the office of Hawaiian education in the department of education to establish professional qualifications and develop training programs for the Ka Papahana Kaiapuni program's staff; provided that the University of Hawaii at Mānoa and University of Hawaii at Hilo shall receive the same amount of funds pursuant to this section.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2018-2019 to the Ka Papahana Kaiapuni program to collaborate with the University of Hawaii to establish professional qualifications and develop training programs for the Ka Papahana Kaiapuni program's staff.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
