A BILL FOR AN ACT

 

 

relating to transportation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that frequent closures of Honoapiilani Highway, West Maui's principal artery, are severely disruptive to commuting, recreation, enterprise, and family life for both residents and visitors.  After a brushfire closed the Honoapiilani Highway for several days in 2007, stranding residents and visitors, separating families, and preventing access from West Maui to critical resources such as hospitals, the legislature passed Act 214, Session Laws of Hawaii 2008, to convene a working group to develop a transportation plan for West Maui.  The West Maui transportation access plan, developed by the West Maui transportation access plan working group pursuant to Act 214, recommends the implementation of an intelligent transportation system (ITS) for the island of Maui. 

     The legislature finds that an effective ITS incorporates a broad range of applied transportation technologies to improve safety, reduce congestion, enhance mobility, minimize environmental impacts, save energy, and promote economic productivity through key services such as roadway management and information dissemination to travelers.  The legislature further finds that the process of instituting an effective ITS begins with a feasibility study for the island of Maui, including an analysis of current roadway management practices, development of short- and long-term capital improvement projects to provide traveler information, and development of a plan to phase proposed projects to ensure that investments in ITS provide the maximum benefit to the people of Maui.  Therefore, it is the purpose of this Act to provide funding for a feasibility study for an intelligent transportation system for the island of Maui.

     SECTION 2.  There is appropriated out of the highway development special fund established pursuant to section 246‑122, Hawaii Revised Statutes, the sum of $160,000 or so much thereof as may be necessary for fiscal year 2010-2011 for a feasibility study of the implementation of an intelligent transportation system for the island of Maui, as recommended by the West Maui transportation access plan developed by the West Maui transportation access plan working group pursuant to Act 214, Session Laws of Hawaii 2008.

     SECTION 3.  The sum appropriated shall be expended by the department of transportation for the purposes of this Act.


     SECTION 4.  This Act shall take effect on July 1, 2010.
