A BILL FOR AN ACT

 

 

RELATING TO STUDENT FEES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that University of Hawaii students at the Manoa and West Oahu campuses have come to rely on the transportation benefits provided by student fees, like discounted bus passes and shuttle services.  Transportation fees began as a student-led initiative, reflecting its high priority among the student body.  In addition to tuition, books, and living expenses, students at these campuses are required to pay additional fees for transportation and student activities, increasing the cost of college attendance.

     The legislature also finds that mandatory student fees at the University of Hawaii continue to rise and place a larger financial burden on students.  In fiscal year 2017, student fees paid for approximately $2.5 million of the transportation services.  Because the transportation benefit is indispensable to many students at the University of Hawaii Manoa and West Oahu campuses, the legislature finds that students should not have to pay out-of-pocket for this benefit. 

     The purpose of this Act is to lower the cost of college attendance by entirely subsidizing the portion of the transportation cost paid for by student fees for University of Hawaii students at the Manoa and West Oahu campuses, thereby allowing the University of Hawaii to decrease mandatory student fees.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2018-2019 to pay for the portion of transportation cost that is paid for by student fees at the University of Hawaii Manoa and West Oahu campuses.  

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act. 

     SECTION 3.  This Act shall take effect on July 1, 2018.
