A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SEVENTH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $25,955,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the seventh representative district, as follows:

I.   To be expended by the department of education:

     1.   Waikoloa elementary and middle school

          A.   Design of classroom building J

              Design                 $   800,000

          B.   Construction of a portable

              Construction           $   125,000

                    Total funding                 $   925,000

     2.   Kealakehe elementary school

          Construction of a portable $   500,000

                   Total funding                 $   500,000

     3.   Waimea elementary and middle school

          Gravel internal driveway used for two schools for pick-up and drop-off

          Design                     $    80,000

          Construction               $   405,000

                   Total funding                 $   485,000

     4.   Waimea middle school

          Science & tech classroom building

          Construction               $10,500,000

                   Total funding                 $10,500,000

     5.   Kanu O Ka Aina school

          Classroom renovation       $   250,000

                    Total funding                 $   250,000

     6.   Waikoloa public library

          Planning                   $   200,000

          Design                      $   600,000

                   Total funding                 $   800,000

II.  To be expended by the department of health:

     1.   West Hawaii community health center

          Design of the Waikoloa clinic

          Design                      $   100,000

                    Total funding                 $   100,000

     2.   Construction of the Kona clinic

          Construction               $ 1,700,000

                   Total funding                 $ 1,700,000

III. To be expended by the department of Hawaiian home lands:

          Design and construction of

          exploratory and production wells

          for north Kona water system in Kealakehe

          Design and construction    $ 2,000,000

                   Total funding                 $ 2,000,000

IV.  To be expended by the department of land and natural resources:

          Honokohau small boat harbor

          Design and construction of

          parking and drainage improvements

          Design and construction    $   650,000

                   Total funding                 $   650,000

V.   To be expended by the natural energy laboratory of Hawaii authority:

          Frontage road to accommodate

          closure of current entrance due

          to widening of Queen Kaahumanu highway

          Design                     $   500,000

          Construction               $ 6,500,000

                   Total funding                 $ 7,000,000

VI.  To be expended by the department of defense:

     1.   Veteran's center, West Hawaii

          Site selection and planning $   100,000

                   Total funding                 $   100,000

     2.   Retrofit Waikoloa school Buildings to qualify as emergency shelters $   100,000

                   Total funding                 $   100,000

     3.   Retrofit Kelakehe elementary school

          Buildings to qualify as

          emergency shelters         $    40,000

                   Total funding                  $   40,000

          Retrofit Kealakehe intermediate school

          Buildings to qualify as

          emergency shelters         $   140,000

                   Total funding                 $   140,000

     4.   Civil air patrol, Kona airport

          Renovation and expansion   $   665,000

                   Total funding                 $   665,000

     SECTION 2.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated agencies for the purposes of this Act.

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2012.
