A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Thirteenth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $119,111,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the thirteenth representative district, as follows:

1.   Hana high and elementary school, Maui

     Construction for completing the aging covered walkways.

     Construction                 $4,000,000

          Total funding                     $4,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

2.   Hana high and elementary school, Maui

     Plans and construction for a girls and boys locker room area at the upper softball field area.

     Plans                          $400,000

     Construction                 $2,000,000

          Total funding                     $2,400,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

3.   Hana high and elementary school, Maui

     Plans and construction for a multi-purpose athletic field.

     Plans                          $800,000

     Construction                 $3,000,000

          Total funding                     $3,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

4.   Hana high and elementary school, Maui

     Plans, design, and construction for accessibility improvements for people with disabilities on school grounds.

     Plans                          $300,000

     Design                         $200,000

     Construction                   $500,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

5.   Kilohana elementary school, Molokai

     Construction for a multi-purpose facility for performing arts, student exhibitions, family engagement events, school events, and a school evacuation site.

     Construction                 $5,500,000

          Total funding                     $5,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

6.   Kilohana elementary school, Molokai

     Construction for clearing land to build a covered structure for outdoor learning and recreational space that includes safe access stairs, sidewalks, handrails, and an accessible path.

     Construction                 $1,600,000

          Total funding                     $1,600,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

7.   Kilohana elementary school, Molokai

     Construction for demolition and replacement of a portable classroom with a pre-K portable classroom that includes restrooms and shower facilities, fencing, parking, outdoor lighting, and new recreational equipment and structures with shade covering.

          Total funding                     $1,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

8.   Kilohana elementary school, Molokai

     Construction for demolition and replacement of two existing recreational playground equipment structures with age-appropriate playground structures and covered shade.

     Construction                 $2,000,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

9.   Kilohana elementary school, Molokai

     Construction for fencing around school property and removal of invasive trees.

     Construction                   $250,000

          Total funding                       $250,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

10.  Kilohana elementary school, Molokai

     Construction for grading the lawn to be level with the sidewalks across the entire campus.

     Construction                   $400,000

          Total funding                       $400,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

11.  Kilohana elementary school, Molokai

     Construction for repairs to two basketball courts, including resurfacing, replacing hoop frames, replacing court lights, and installing shade.

          Total funding                     $1,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

12.  Kilohana elementary school, Molokai

     Construction for the installation of a shade cover on entry walkway to the school breakfast and lunch line.

     Construction                   $120,000

          Total funding                       $120,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

13.  Kilohana elementary school, Molokai

     Construction for two handball courts installed with pads for physical education and afterschool programs.

     Construction                    $27,000

          Total funding                        $27,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

14.  Kilohana elementary school, Molokai

     Equipment and appurtenances for a covered outdoor learning center with pad and picnic tables on the grassy area near the cafeteria.

     Equipment                       $90,000

          Total funding                        $90,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

15.  Kilohana elementary school, Molokai

     Equipment and appurtenances for the installation of a shade cloth for rain and sun protection in the H building breezeway.

     Equipment                       $24,000

          Total funding                        $24,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

16.  Maunaloa elementary school, Molokai

     Plans, design, and construction for repairs to the foundation and wall siding of building A; portable; cottages A, B, and C; and administration buildings.

     Construction                 $1,500,000

          Total funding                     $1,700,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

17.  Molokai middle school, Molokai

     Plans, design, and construction for a two-way drop-off area and sidewalk with curb pickup and extending the single entrance parking lot for students, parents, and staff.

18.  Molokai middle school, Molokai

     Plans, design, and construction for graded multi-purpose field for physical education, UPLINK programs, athletic programs, and school events.

     Plans for a new classroom building to provide space to accommodate students.

24.  Hana highway, Maui

     Construction for maintenance and repair.

25.  Hana highway, Maui

     Plans, design, and construction for infrastructure repairs to Wailua Nui stream to restore water flow to kalo farmers.

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

26.  Lanai airport, Lanai

     Construction for repairs and maintenance for the Lanai airport terminal.

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

27.  Manele harbor, Lanai

     Construction for repairs and maintenance of the road and parking facility at Manele small boat harbor.

     Construction                 $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

28.  Molokai highway, Molokai

     Construction for improvements to fill or remove rumble strips from the center of road in east Molokai.

     Construction                   $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

29.  Molokai highway, Molokai

     Construction for repairs and maintenance of sections of roadway in east Molokai that are undermined due to flooding, river diversions, and sea level rise.

     Construction                $10,000,000

          Total funding                    $10,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

30.  Paia bypass, Maui

     Plans and design for alternative traffic improvements in the vicinity of Paia town.

     Plans                       $10,000,000

     Design                      $10,000,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

31.  Hana high and elementary school, Maui

     Land and construction for acquisition and renovation of property to provide teacher housing.

     Land                           $850,000

     Construction                   $850,000

          Total funding                     $1,700,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii housing finance and development corporation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2024.
