A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Second REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $24,000,001 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the second representative district, as follows:

1.   Hilo intermediate school, Hawaii

     Plans, design, and construction for the Hilo intermediate school gymnasium.  This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

          Total funding                             $1

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Wailoa river state recreation area, Hawaii

     Plans, design, construction, and equipment and appurtenances for improvements, including but not limited to studies and assessments, walkways, repair of the Shinmachi Tsunami Memorial, Wailoa center air conditioning, bay front trails phase 3, storage and other facilities, and infrastructure.  This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

          Total funding                     $4,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

3.   Statewide irrigation system repairs, maintenance, and improvements

     Design and construction for improvements to the following systems:

     Lower Hamakua irrigation ditch, Hawaii - $4,500,000

     Molokai irrigation system, Molokai - $2,000,000

     Waimanalo irrigation system, Oahu - $2,500,000

     Waimea irrigation system, Oahu - $4,500,000

     Kekaha irrigation system, Kauai - $6,500,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of agriculture.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2024.
