A BILL FOR AN ACT

 

 

relating to energy.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 269-141, Hawaii Revised Statutes, is amended by adding a new definition to be appropriately inserted and to read as follows:

     ""Consumer" means a person seeking to make an interconnection to the Hawaii electric system; provided that this definition does not include any business, organization, or other entity."

     SECTION 2.  Chapter 269, Hawaii Revised Statutes, is amended by adding two new sections to part IX to be appropriately designated and to read as follows:

     "§269-    Interconnection study fees.  No fee for any interconnection study shall be charged to any consumer seeking to make an interconnection on the Hawaii electric system.

     §269-    Photovoltaic systems of ten kilowatts or less in rated output; interconnection approval.  Owners, users, and operators of photovoltaic systems of ten kilowatts or less in rated output seeking interconnection on the Hawaii electric system shall be approved, after any reviews or studies required by the commission, if the total existing or planned cumulative photovolatic kilowatt output is at or below seventy-five per cent of the circuit's daily minimum load."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.

Description:

Prohibits utilities from charging consumers a fee for interconnection studies.  Requires approval of interconnection for photovoltaic systems with rated output of ten or fewer kilowatts, after necessary reviews or studies, if the total existing or planned cumulative photovolatic kilowatt output is at or below seventy-five per cent of the circuit's daily minimum load.
