A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that peer education programs in secondary schools provide positive health and safety benefits for students; however not all of Hawaii's public secondary schools have peer education programs.

     Generally, schools with peer education programs report a downward trend in:

     (1)  The number of students carrying weapons on campus;

     (2)  Physical fighting on campus;

     (3)  The number of students who have planned suicide; and

     (4)  The number of students who drink and use marijuana on school property.

     In addition, data shows that peer education programs have contributed to improvements in adolescent health, such as low incidences of students testing positive for sexually transmitted diseases and a decrease in teenage pregnancy rates.

     The purpose of this Act is to make an appropriation to the department of education to establish peer education programs in all of Hawaii's public secondary schools.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the department of education to establish peer education programs in all of Hawaii's public secondary schools.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
